Why does OS X 10.6 Snow Leopard show more total disk/volume capacity than previous versions of OS X?

OS X 10.6 Snow Leopard calculates storage capacity differently than previous versions of OS X. Previous versions of OS X used the binary system, instead of decimal, to calculate total storage capacity.
